WhatsApp per-message pricing is the bill Meta sends for messages your business sends on the WhatsApp Business Platform — and it is separate from whatever platform you use. If you run an AI agent on Neksio, you have two bills: Neksio's plan for AI replies, and Meta's per-message fees charged to your WhatsApp Business Account. Confusing the two is the most common budgeting mistake in WhatsApp automation, so this post separates them cleanly.
How Meta charges: per message, by category and country
Since July 1, 2025, Meta has charged per message delivered, not per conversation. The price depends on the message category — marketing, utility, authentication, or service — and on the destination country. Marketing is the most expensive category; utility and authentication share a lower rate. Inbound messages from customers are never charged. To give a sense of scale, per Meta's October 2026 rate card, a utility or service message costs about $0.0034 in the US, $0.0068 in Brazil, $0.0014 in India, $0.0220 in the UK, and $0.0550 in Germany — check Meta's current rate card for your markets, as rates change.
What changed on October 1, 2026
Before October 2026, free-form service replies inside the 24-hour customer service window were free, and utility templates sent inside the window were free too. From October 1, 2026, both are billed: service messages are charged at the same per-message rate as utility messages in each market, and in-window utility templates are billed like any other utility template. The change affects every business replying to customers on the API, including AI agents — a bot's reply is a service message like any other.
The 1,000 free service messages
Each business phone number gets 1,000 free service messages per month, resetting monthly with no roll-over; Meta charges from message 1,001 onward. For a small business, that free tier covers a meaningful share of replies — but a busy number burns through it fast, and a WhatsApp Business Account without a valid payment method stops delivering service messages once the free tier is used up. Keep a payment method on file in Meta's Billing Hub before you need it.
Owner, mid-October: “Our bot went silent on the 12th.” The number had burned its 1,000 free replies and had no payment method on file — Meta paused delivery, not the bot. One card on file would have prevented it.
Meta's bill vs Neksio's plan
Neksio's plans pay for AI replies: Free covers 100 AI replies a month on WhatsApp; Starter is $8.99 for 5,000 replies; Growth is $11.99 for 15,000 replies including Facebook and Instagram; Scale is $29.99. Meta's per-message fees are on top of that, billed by Meta to your own WhatsApp Business Account, at the rates above. Budgeting honestly means counting both: platform replies plus Meta messages. A business sending 3,000 US replies a month pays roughly $10 in Meta service fees beyond its Neksio plan — small, but not zero.
Keeping the Meta bill down
Answer in one message instead of three bubbles — each delivered message bills. Resolve issues inside open windows rather than re-opening them with templates. Use the right template category (a utility message misfiled as marketing costs the marketing rate). And watch volume per number against the 1,000 free tier, especially in the first weeks of October-style rate changes. The
24-hour window guide and the templates guide show where each message type fits.
